A non-governmental organization, Centre for Awareness on Justice and Accountability (CAJA) says it will sue the co-chair, Kano Open Government Partnership (OGP) Muhuyi Magaji Rimin Gado over failure to respond to a Freedom of Information (FOI) request.

KANO TODAY reports that CAJA Executive Director, Kabiru Sa’idu Dakata disclosed this at a press conference in Kano on Wednesday.

Mr. Dakata said CAJA had used the FOI act to request for information on income and expenses of the Kano state OGP.

He said the request was made on August 1, 2019 while the OGP secretariat responded on August 9 without answering CAJA’s specific request.

The request seeks to find out the amount of fund received by the OGP from Kano state government and donor organizations, as well as details of expenditure dating from January 1, 2017 to June 30, 2019.

Mr Dakata explained that Mr Rimin Gado assumed that CAJA was accusing him of corruption.

CAJA therefore sent a clarification letter to the OGP stating that its request is aimed at “promoting transparency and accountability which is the oxygen upon which OGP depends” said Mr Dakata.

The letter requested the OGP to provide the information by August 20, 2019, added Mr. Dakata.

“With Access to Information Working Group as one of the six thematic working groups in the OGP, one will be forced to wonder why information on the finances of the OGP should be difficult to access.” He said.

The Executive Director therefore gave the OGP secretariat an ultimatum to provide the required information by August 23, 2019 or face court action.

What is OGP?

Open Government Partnership (OGP) is a multilateral initiative that aims to secure concrete commitments from national and subnational governments to promote open government, empower citizens, fight corruption, and harness new technologies to strengthen governance.

In the spirit of multi-stakeholder collaboration, OGP is overseen by a steering committee including representatives of governments and civil society organizations.

Nigeria joined the OGP in 2016 while three states including Kano joined the platform in 2017.

Muhuyi Magaji Rimin Gado chairman Kano state Public Complaints and Anti-corruption Commission was appointed as the government co-chair of the platform in the state.
